1. Communication accessibility :
Location:
Nowa Sól is located in southern part of the Lubuskie region, along the left bank of the Odra River, approximately 80 km from the German border. The advantage of the town is its location on the transit route from the north to the south of Europe (Road no. 3). Nearby, there are main transport routes – A2 motorway and Roads no. 297 and 315. Zielona Góra, the seat of local government of the region, is only 23 kilometres away. Both cities are soon going to be linked by an expressway S3. The road will be the ringroad of Nowa Sól, passing into A2 motorway bound for Poznan. The fact that the town is located on the Odra River opens opportunities of aquatic transport and tourism. The Odra is a border river and it connects Polish and European water routes, their ports and unloading piers. Approximately 50 kilometres from Nowa Sól (21 kilometres from the international A2 road) there is the Zielona Góra – Babimost Airport. The airport is open twenty four hours and it maintains passenger and cargo flights as well as the whole air service (regular flight connection with Warsaw). Big international airports are located within 1.5-hour drive from Nowa Sól – Poznan (120 km), Wroclaw (120 km) plus Berlin (210 km), Prague (270 km), Warsaw (430 km)
2. Human potential :
Nowa Sól has approximately 43 thousand inhabitants, 65 thousand including towns and villages within 10 kilometres. The town, together with local governments of Zielona Góra (distance of 23 kilometres) and Sulechów (distance of 40 kilometres) has launched the project of creating Lubuskie Tricity Conurbation. This is an idea of forming an area of joint economic, cultural and social targets. The human potential of this region counts over 200 thousand inhabitants. The main personnel potential of future companies will be built upon free human resources of the local job market.
3. Economical traditions of the town :
- 1816 – the beginnings of big enterprises, one of the biggest spinning mills in Europe – Gruschwitz family, - 1827 – ironworks, foundry enamel shop – Krauze family
Until the 1990’s Nowa Sól was mainly connected with textile and metallurgical industry. The town greatly suffered the changes at the end of the century. Most companies, despite long traditions, ceased production. This resulted in huge unemployment. In 1998 Nowosolska Fabryka Nici Odra bankrupted and a year later Dolnoslaskie Zakłady Metalurgiczne Dozamet did the same. The river shipyard went into decline, the harbour of Nowa Sól became empty. At the beginning of the year 2000 Nowosolskie Zakłady Obuwia “Junior” and Fabryka Kotlów “Fakot” bankrupted too. But at the same time new companies were created providing employment for a few dozen or even a few hundred of people, such companies as Gedia, Technical, Stor, so called New Dozamet, river shipyard, egg processing enterprise “Ovopol”. They are now the chance for the town development.
4. Technical infrastructure :
The town has ready technical infrastructure which investors can use: - high voltage 110 kV and medium voltage 20 kV power lines, - high pressure gas pipeline NG 41,5, - modern sewage treatment plant – utilising capacity of 15.000 square metres per day, used in 50%, - modern urban waste dump, - investment areas linked to state roads.
5. Investment enterprises :
The developed area with all the necessary media is attractive for potential investors. Therefore, the town is presently executing the project of developing: - 60 ha in the Urban Industrial Zone (with the aid of Phare SSG 2003 project) - 50 ha in the Nowa Sól sub-zone of Kostrzynsko – Slubicka Special Economical Zone. We are also taking several ecological steps aimed at improving the condition of the Odra basin environment, e.g.: - citywide development of sewage system, - modernization of the water treatment plant with the development of sludge deposit treatment centre. Another challenge for the city is clearing of the port canal, developing the river port and revitalising the old part of Nowa Sól. At the same time we are still trying to improve the communicational access of our town.
6. Investment areas :
Both Urban Industrial Zone (60 ha) and Nowa Sól Sub-zone of Kostrzynsko – Slubicka Special Economical Zone (50 ha) are located along state road no. 3, which is of international importance. The area of both zones is flat, not built-up, ecologically clean, separated by a stripe of green from the road, it has access to a railway siding. All the necessary media will have been developed by the end of 2005.
7. Local incentives for investors:
Entrepreneurs can claim exemption from real estate tax within the city limits. In accordance with the Town Council Resolution from March 29, 2004, the exemption is calculated according to the investment scale and the number of workplaces created. The exemption is given as an amount and is valid for the period of up to seven years.
Entities running business in Nowa Sól sub-zone of Kostrzynsko – Slubicka Special Economical Zone are entitled to income tax exemption. Big enterprises can have the maximum exemption of 50% and small and medium enterprises can have the maximum exemption of 65% of the investment value. The expenses qualifying for tax exemptions are: the cost of grounds purchasing, the construction costs, the costs of equipping the buildings with fixed assets, especially with machines and devices, tools, instruments, apparatus, technical equipment for office jobs and the technical infrastructure.

Purpose according to the urban plan: - area with production and technical functions earmarked for industrial plants, warehouses and auxiliary facilities, - technical infrastructure and services are allowed , - the impact on the environment cannot extend beyond the area bordered by separating lines, - lines of buildings not to be crossed from the borders of the area marked by separating lines – 20 m, - the height of buildings may not exceed 15 m, - using flat roofs is allowed.
